About Tuition Payment Plans (Debitsuccess)

How does a Tuition Payment Plan (Debitsuccess) work?

Melbourne Polytechnic is pleased to announce that there is now an option to pay tuition fees through a Tuition Payment Plan (TPP) managed by a third party, Debitsuccess Pty Ltd – one of the largest direct debit providers in Australia.

Under a TPP, you authorise Debitsuccess to automatically debit tuition fees from your bank account or credit card on a weekly or fortnightly basis over a set period of time.

If you are enrolling in an eligible Vocational Education and Training (VET) course and you meet certain eligibility requirements, a TPP may be available to you.

Who is Debitsuccess?

Debitsuccess – www.debitsuccess.com.au – is one of the largest direct debit provider in Australia. Debitsuccess can provide you with the opportunity to spread payments for your tuition fees and have those payments automatically debited from your bank account or credit card on a weekly or fortnightly basis.

What can be paid with a TPP?

The TPP covers the cost of your tuition only. Any Amenities or Materials fees listed for your course will need to be paid in full at time of enrolment.

To clarify how you will pay for your course taking out a TPP, an indicative example is:

Tuition Fee: e.g. $1000 => goes directly to your TPP (Debitsuccess)
Materials: e.g. $150 => paid in full by you at enrolment
Amenities e.g $250 => paid in full by you at enrolment
TOTAL YOU PAY at enrolment: $400 (as per example figures above)
TOTAL to your TPP: $1000 + billing fee and one-off Administration fee (See table for TPP costs here)

What are the methods of payment?

Your TPP will be paid by direct debit from a credit card or bank account on a weekly or fortnightly basis.

Note: if you are not using your own bank account or credit card when applying for a TPP, the bank account/credit card holder must attend with you at time of enrolment to complete and sign relevant contract payment detail with Debitsuccess.

What are the costs for a TPP?

The cost of a TPP includes the tuition fees to be paid, plus Debitsuccess fees as follows:

  • $10 Administration fee (a one-off non-refundable fee added to first instalment)
  • Billing fee of 4.4% of total TPP costs (includes GST)

Note: there will be a $10 late payment (or reversal) fee for every failed direct debit attempt.

Here’s an example of the cost involved:

Example: (based on Total Tuition fee of $1,000 and 100% TPP)

The total is divided into equal instalments, payable weekly/fortnightly.

Eligibility

Am I eligible?

You are able to apply for a Tuition Payment Plan (TPP) if you meet the criteria below:

  1. Your Melbourne Polytechnic course tuition fees are over $150
  2. You are enrolling in a Certificate I–IV course, OR
  3. You are enrolling in a Diploma or Advanced Diploma course and are NOT eligible for a VET Student Loan (VSL)
  4. You are NOT enrolling in a Higher Education course
  5. You are NOT enrolling in a Fee for Service Short Course
  6. You are NOT enrolling as an International Student

I’m under 18. Can I take out a TPP?

Yes: if you are under 18 when applying for a TPP, your parent or guardian will need to come with you at time of enrolment and countersign the Debitsuccess contract and complete a guarantor form.

I’m eligible for a VET Student Loan. Can I use a TPP instead?

No: a VSL is available for eligible Diploma and/or Advanced Diploma students. If you are eligible for the VSL when enrolling into a Diploma or Advanced Diploma, your only student loan/payment plan option is the VSL.

I have an existing TPP from last semester. I now wish to enrol in another course and put my tuition on a TPP, is this possible?

Yes: if your current TPP is up to date, you can add a new course’s tuition fees to your current plan.

I’m studying 2 courses at the same time. Can I put both of these on a TPP?

Yes: you can have more than one course running under your TPP arrangement with Debitsuccess.

How to Apply

How do I apply for a TPP?

You can enrol and take out a TPP at all our campuses – Epping, Greensborough, Preston, Heidelberg, Fairfield, Collingwood and Prahran, or any one of our Skills and Job Centres – at Chapel Street, Doncaster Shopping Town, Northland and Plenty Valley.

Steps to apply:

  1. If you are eligible, choose the TPP option at enrolment
  2. Read the Debitsuccess contract and decide whether you’d like to enter into a TPP. The Debitsuccess terms and conditions can be found at www.melbournepolytechnic.edu.au/tpp
  3. If you choose to proceed with the Debitsuccess contract, select instalment option – weekly or fortnightly
  4. Provide bank account or credit card details to be debited
  5. Sign your Debitsuccess contract
  6. Pay any Amenities and Materials fees in full, at point of enrolment.

Important Notes:

  • Using someone else’s bank account?
    If you are using someone else’s bank account or credit card for your TPP direct debit payments, the bank account/credit card holder is required to come with you at time of enrolment to complete and sign a Direct Debit Authority form.
  • Under 18?
    If you are under 18, your parent or guardian will need to attend enrolment with you to sign Guarantor paperwork.

Can I cancel my TPP during a ‘cooling off’ period?

Yes. If you enter a TPP, you have a ‘cooling off’ period of five (5) working days* to cancel your TPP, at no cost to you. Debitsuccess will not accept a cancellation during the cooling off period without Melbourne Polytechnic’s approval.

If you do want to cancel your TPP in this time, you must let Melbourne Polytechnic know by email that you want to cancel the contract within five working days of signing the TPP by emailing ua.ud1542804136e.cin1542804136hcety1542804136lopen1542804136ruobl1542804136em@pp1542804136t1542804136

Cancellations during the ‘cooling off’ period will only be accepted if they are received by this email and strictly during this time.

After cancellation of your Debitsuccess contract, you will need to return to a Melbourne Polytechnic campus or any one of our Skills and Job Centres to make alternative payment arrangements for your course.

Please note: If you wish to withdraw from your course altogether, in order to receive any due refund you will need to do so within:

  • 28 days from the course commencement date for a Cert I-IV course
  • Prior to census date for a Diploma or advanced Diploma course

This is in accordance with Melbourne Polytechnic’s Student Enrolment, Fees and Charges Policy.

(Note: there is a $50.00 Melbourne Polytechnic administration fee for processing refunds).

*Working days are Monday to Friday.

When will I be debited for my TPP Payment?

Your payments will be debited either weekly or fortnightly, on the day of the week that suits you best and that you nominate when you sign up to the TPP (Debitsuccess) arrangement.

Under a TPP contract, It is your responsibility to ensure that on the due date clear funds are available in your nominated account to meet the direct debit payment

TIP: to avoid possible late payment fees we recommend you arrange the debit from your bank account the day AFTER you get paid or when you expect money will be in your account.

I don’t have a credit card. Can I pay using someone else’s credit card?

If you are not using your own credit card payment details when applying for a TPP, the owner of the credit card account is required to come with you, at time of enrolment to complete paperwork to give permission to debit their credit card.

Can my direct debit payments come out of someone else’s bank account?

If you are not using your own bank account when applying for a TPP, the bank account holder is required to come with you, at time of enrolment, to complete paperwork to give permission to debit their bank account.

Your Responsibilities

How do I change my TPP?

It is important to note that your TPP is a legal and binding contract, entered into with Debitsuccess. Please contact Debitsuccess directly, if you:

  • need to make any changes to your payment method
  • wish to extend or rearrange your TPP agreement
  • need to request a deferral or suspension from payments (e.g. take a break from payments )

Note: please give at least three (3) working days’ notice before your next direct debit is due to be taken.

What happens if I miss a TPP payment?

If you miss a TPP payment you can:

  • bring your account up-to-date by contacting Debitsuccess to make a payment OR
  • Debitsuccess may debit both the current and overdue payment (and any associated fees or costs) on your next scheduled payment date

Note: a $10 reversal fee will apply in either case.

Note: The reversal fee will be payable for every failed payment e.g. if the direct debit fails twice, you will be charged the fee twice – making it a $20 fee, added on the next payment due date.

If you miss three (3) consecutive TPP payments and your TPP stays in arrears Melbourne Polytechnic will suspend or deny you access to:

  • academic and administrative services
  • Statement of Attainment, Record of Results and Qualification/Testamur
  • access to Melbourne Polytechnic systems and facilities, including library services and Moodle
  • the right to enrol in another Melbourne Polytechnic course

Note: when you bring your account back up-to-date it will take a minimum of three (3) working days to reactivate your access to the above systems, facilities and services.

If you enter into a TPP and you continue to remain in default, you will be referred to a debt collection agency and additional fees will apply. Fees include:

  • an outstanding debt fee of $50; plus
  • an amount equal to 25% of the full outstanding balance in accordance with the contract
NOTE: being referred to debt collection has the potential to affect your future credit rating.

How much notice do I give Debitsuccess if I need to change something with my TPP?

You will need to give at least three (3) working days’ notice to Debitsuccess for any account or financial change/update to your TPP.

What do I do if I am unable to make my payments?

Please contact the Debitsuccess customer service centre immediately, on 1800 148 848 (free call Monday-Friday, 8:30am-5:00pm) to discuss your situation with call centre staff.

Debitsuccess call centre staff will make you aware of your options such as ‘taking a break’ from payments. If you need to take a payment break, you can discuss 1-6 week payment break options.

What if I miss a payment and cannot afford to make a double payment on my next due date?

Please contact the Debitsuccess customer service centre on 1800 148 848 to discuss your options for implementing a catch-up payment plan for your TPP – free call Monday-Friday, 8:30am-5:00pm.

I missed a payment. Who do I speak to so I can bring my account up to date?

In the event of a missed payment, you should contact Debitsuccess ASAP.

  • call the customer call centre on 1800 148 848 – free call Monday-Friday, 8:30am-5:00pm – to bring your account up to date, OR
  • log on to the Debitsuccess website, www.debitsuccess.com.au, to complete a payment online. Click on the ‘pay now’ button in the top right hand corner of the screen and follow the prompts.

My credit card or banking details have changed, how do I update these?

Please contact the Debitsuccess customer service centre on 1800 148 848 or via their website at www.debitsuccess.com.au to update any account or financial information. Please give at least three (3) working days’ notice before your next direct debit is due to be taken.

Withdrawing from your studies with a TPP

I need to withdraw from my whole course. What happens to my TPP?

You will need to complete Melbourne Polytechnic withdrawal paperwork for your course with your class teacher or course program leader.

NOTE: for official withdrawal from your course, notify your teacher/course program leader ASAP.

For additional withdrawal information refer to our Student Enrolment Fees and Charges policy to see if you are eligible for a refund of your fees.

If you withdraw WITHIN the refund period stipulated in the above policy your fees may be adjusted and a refund or a reduction may be applied to your TPP. The refund period is:

  • 28 days from the course commencement date for a Cert I-IV course
  • Prior to census date for a Diploma or advanced Diploma course

If a refund is to be applied you will receive written notification of your new TPP arrangements.

Important Note: you will remain liable for your TPP if you withdraw AFTER the refund period has passed and will be required to continue payments until the total tuition has been paid.

The Debitsuccess $10 administration fee is not refundable for any withdrawal.
A Melbourne Polytechnic $50 administration fee will be deducted from all refunds (in accordance with the Student Enrolment Fees and Charges Policy.

I need to withdraw from some units, but will be continuing with my studies? What happens to my TPP?

You will need to complete Melbourne Polytechnic withdrawal paperwork with your class teacher or course program leader if you wish to withdraw from one or more units in your current course.

For further information you can refer to our Student Enrolment Fees and Charges policy to see if you are eligible for a refund of fees for those units.

If you are eligible for a refund on the subjects from which you have withdrawn, your TPP will be adjusted accordingly and you will receive written notification of your new TPP arrangements.

The Debitsuccess $10 administration fee is not refundable for any withdrawal.
A Melbourne Polytechnic $50 administration fee will be deducted from all refunds (in accordance with the Student Enrolment Fees and Charges Policy.

Completing a TPP

Can I cancel my TPP?

Yes. If you enter a TPP, you have a ‘cooling off’ period of five (5) working days* to cancel your TPP, at no cost to you. Debitsuccess will not accept a cancellation during the cooling off period without Melbourne Polytechnic’s approval.

Outside the cooling-off period: if you choose to cancel your TPP outside the initial five days ‘cooling-off’ period, the $10 Administration fee (charged by Debitsuccess when you set up your TPP) is not refundable. You can terminate your TPP contract before expiry if all the instalments and fees due up to the date of termination are paid.

If you are withdrawing from your studies altogether, your TPP may be adjusted. Please see the section called ‘Withdrawing from your studies with a TPP’ for more information.

Do I need to complete payments on my TPP, in order to receive my qualification?

Yes!

Your Statement of Attainment, Statement of Results and Qualification/Testamur will be issued, when:

  • you have successfully completed the course
  • your marks and efforts have been certified by the Academic Board, and
  • your TPP has been paid in full

Can I pay off the TPP earlier?

Yes!

If you wish to pay off your TPP early, simply contact Debitsuccess on 1800 148 848 to make the final payment.

Who is my first point of contact for help with my TPP?

Your TPP is a legal and binding contract with Debitsuccess, please contact them for any (non-enrolment) questions relating to your TPP.

How do I find out my TPP balance?

To view your outstanding balance, contact Debitsuccess on 1800 148 848 and they will be able to provide you with the full details of your account.

What if I think a payment taken was incorrect?

Please contact the Debitsuccess customer service centre directly on 1800 148 848 (free call Monday-Friday, 8:30am-5:00pm) to discuss the payment with a consultant from the Debitsuccess call centre. Call centre staff will investigate the discrepancy for you.
